Meeting Minutes: Monday, July 17, 2017

The meeting was called to order by Jacqueline Beebe at 9:03 a.m.
Mr. Trahan of Environmental Partners Group passed out the following spreadsheets: Phase 1 Budget Status (updated through 6/30/17); Phase 2A Budget Status; and (3) individual Master Bid Forms for Contracts 9, 10 & 11.
Phase I (Review from previous meetings):
Mr. Trahan reported a fairly quiet month of June. Contracts 3 and 4 to be over slightly estimated costs (approx. $550,000) due to Thorn Road and Landfill area fixes. Contract 7 is still active, as it constitutes the mandatory area. Final vs revised estimates place us at $38,000 under budget on construction values.
Of the mandatory connections, Mr. White informed the group that there are approximately five remaining properties to sign off on right of entry, with a deadline end of July. Starting in September, these will no longer be hooked up at no cost to the resident, as contractors need to close out work and all residents have had a calendar year to hook up to town water. Of the total of 470 mandatory connections, we have just 25 (approximately) to be hooked up to system.
Board of Selectmen Chair O’Shea proposed a creative solution to the Bridge Road pipe issue. His idea involved contacting and engaging the Nauset Middle School art department in a project to “beautify” the existing pipe. Doing so could promote community involvement towards a positive outcome and save money. Town Administrator Beebe agreed that it could be worth exploring the design logistics, and she encouraged the Board to discuss the idea as a potentially positive alternative.
Phase IIA:
Mr. Trahan went over the Phase 2A Budget Status spreadsheet with the committee. Contracts 9, 10 & 11 Revised Estimates lines will be filled in as the bids are accepted during the months of August and September. Phase 2A will be modeled after Phase I. Mr. White noted that meter costs will be applied to customers during Phase 2A. Ms. Beebe expressed her interest in a six-month feasibility study to assess the benefits of the Town’s own Water Department vs short term operations contracts. Additionally, she noted that Mr. Lorenco, recently hired Finance Director, would be assisting in preparing financials for the CPC.
On a celebratory note, Mr. Trahan shared that we just passed our two-year anniversary since the first pipe was laid in the ground. A CPC Water meeting is preliminarily scheduled for Monday, August 7th at 9 a.m., although Environmental Partners representatives will not be present. Next regular meeting is scheduled for Tuesday, September 5th at 9 a.m.
